What is Azure Cloud Service?

I started learning azure a couple of months ago. I came across Azure cloud services and found its usage and functionality similar to that of Azure App Services. When we already have Azure App Services that works flawlessly for the same objective, what else does Azure Cloud Services do that Azure App Service doesn't? 

What exactly is the Azure Cloud Services for?

Azure Cloud Service is used to deploy web apps (web roles) and background services (worker roles) onto Azure Virtual Machines. It is a more flexible solution than Azure App Service. It gives you control over the underlying web servers. We can't configure start-up tasks in App Service, and we can configure them with the Cloud Service. With Azure Cloud service, we will also have some control over the server desktop.
