Can I start a virtual machine in azure without the azure portal?

Is there a way where I can give a user to access the azure VM without the Azure portal? If yes, How can I do this?

The best-recommended way is to use the Service principal with the role of Virtual Machine contributor. It only allows the users to manage the VM, but without access to the VM, it also does not have the required permissions to access the Azure portal. In such cases, you can utilize the service principal to perform the Azure power shell's execution, Azure CLI commands, or the other rest application programming interface to start/stop the Azure VM.
