Access denied error when trying to transfer billing ownership of a azure subscription.

I want to transfer a billing subscription to another azure account but every time I try it I get an access denied error.

How do I resolve this issue?

The reason that you are getting this error is that you don't have permission to transfer the billing ownership. When you want to transfer billing ownership, you should either be an owner or a contributor to the invoice section of the current billing account.
